The groundbreaking Silver Bullet or Fools' Gold? (2002) reviewed the state of markets for environmental services worldwide and their likely impacts on the poor. All that Glitters presents a follow-up review on payments for watershed services initiatives in developing countries. In it we widen our inventory to include 123 schemes at different stages of development, including those that have not evolved, and deepen the analysis of most cases to try to extract valuable lessons of the process. This critical review of the design, operation and impacts of such initiatives draws from direct contact with managers of these schemes as well as published case studies, official statistics and evaluations, and other literature.
